              Introduction of Elected Officials

              Budget and Millage Presentation

Linda Nipper presented the tentative Budget and Millage Rate. The total Budget presented for all County departments was $84,275,821.00. The General Fund Budget was presented at $31,620,167; Capital Reserves at $150,000; Contingency $1,531,819.00; Fund Balance Reserve $3,410,208. Further discussion ensued on individual funds.

Mandy Hines stated this budget does include the Health Insurance increase and the 3% Cost of Living Allowance. There are mandatory in service and vehicle maintenance.

1.              2017/18 Tentative Millage Resolution

Chairman Elton Langford read the Resolution into record adopting the Tentative Levying of Ad Valorem Taxes for DeSoto County fiscal year 2017/2018 providing for an effective date. The Board of County Commissioners in DeSoto County, Florida has in accordance with Chapter 129 and 200 of the Florida Statutes, adopted a Tentative Millage Rate following the public hearing as required by Florida Statutes 200.065. The gross taxable value for operating purposes not exempt from taxation within DeSoto County regarding the General Ad Valorem has been certified by the County Property Appraiser to the Board of  DeSoto County Commissioners as $1,567,817,890.00 for Ad Valorem taxes. The gross taxable value for operating purposes not exempt from taxation within the un-incorporated area of DeSoto County regarding Emergency Medical Services and Law Enforcement Municipal Service Taxing Units is $1,400,165,540.00. The 2017/2018 General Operating Millage Rate is 8.5060 mills. The 2017/2018 Emergency Medical Services MSTU Operating Millage is set at 0 mills. The 2017/2018 Law Enforcement MSTU is 1.5000 mills. All Operating Ad Valorem Taxes as well as MSTUs equal an aggregate total of 9.8456 mills which is an a 8.514% increase over rollback rate. This Resolution will take effect immediately upon adoption. A motion was made by Commissioner Buddy Mansfield to adopt the Resolution with corrections. Seconded by Commissioner James Selph. Motion carried unanimously.

Mr. Don Conn stated the date on the Resolution will be corrected to the 19th as well as the spelling error in the second paragraph.

2.              2017/18 Tentative Budget Resolution

Discussion ensued for this item under agenda item #1. A motion was made by Commissioner Buddy Mansfield to adopt the Tentative Budget as presented. Seconded by Commissioner Judy Schaefer. Motion carried unanimously

3.              2017/18 Capital 5-Year Plan

Commissioner James Selph feels there is a lot that needs to be replaced and will take a lot of capital.

A motion was made by Commissioner James Selph to approve the 2017-2018 Capital 5-Year Plan as presented. Seconded by Commissioner Judy Schaefer. Motion carried unanimously.

Mandy Hines stated that along with the final budget hearing, the back up to the CIP (Capital Improvement Plan) will be updated with a total funding of approximately 5 million countywide. 

Commissioner Judy Schaefer commended departments for submitting information in a timely manner which made this process much easier.
